031eb33277 Implement thermal chamber SCPI commands 
- TEMP:SETPOINT: Set/query target temperature
- TEMP:ACTUAL?: Query actual chamber temperature from physics engine
- TEMP:STAB?: Query temperature stability (within 0.5°C threshold)
